Seller shorted the post office $4.28. Because of this I (the buyer) had to pay the post office $4.28 just to receive my package. I contacted the seller about the issue, but they’re refusing to refund me the $4.28.

This is a postal error, from your local office and you should not have accepted it. A 2oz card in a 4x6 envelope, less than 0.25” does not cost that much to ship. Also, had it been a true error USPS would have charged ME not you before it got to the destination. All cards are shipped through eBay with the correct weight and dimensions, so it should be addressed through eBay to get refunded not through feedback extortion.
